2013-4-1日起，全面实施新的认证规则，出口商申请PR,COC，进口商拿COC申请SONCAP。

Product conformity assessment for Nigeria from SGS – enabling you to export products and goods to Nigeria.
To prevent the import of substandard and unsafe products into Nigeria all exporters and manufacturers must subject regulated goods to scrutiny against the standards and technical requirements of the Standards Organization of Nigeria (SON).
We can test and verify your products against SON’s offshore Standards Organization of Nigeria Conformity Assessment Program (SONCAP). Under SONCAP goods intended for import which are on the list of regulated products must undergo a product conformity assessment in their country of origin.
With decades of experience in product assessment our global network of industry experts can offer tailored services to help your products demonstrate compliance.
Our accreditation for the re-engineered SONCAP was renewed on November 14, 2012, and comes into effect from March 1, 2013. The process for the new program differs from its predecessor. It introduces three routes to certification, and a number of different documents to be issued per route:
Product Report (Valid per shipment, issued upon satisfactory completion of systematic inspection and product sampling: applicable only to route A); or
Product Certificate (Registered or Licensed) (Valid for one year, issued upon satisfactory completion of audit of Manufacturer’s factory: applicable to routes B and C) and
Certificate of Conformity (Shipment verification: documentary verification (including Product Report or Product Certificate and satisfactory Test Report) and, depending upon Routes A, B or C, systematic or selective physical verification with, where applicable, witnessing of FCL stuffing and sealing of FCL)
TEST REPORTS
Test reports are to be presented for all the Certification Routes. Valid test reports are to be issued by:
Approved ISO/IEC 17025 Laboratory
Manufacturer, provided that testing has been witnessed by SGS
ROUTES FOR DETERMINING CONFORMITY OF PRODUCTS
SON has determined three routes of Certification to be applied as appropriate.
Route A: For unregistered/Unlicensed products (Conformity Verification)
Each shipment to be imported requires physical inspection, sampling, testing to applicable standards, FCL stuffing supervision and sealing.
Route B: For Registered Products (Registration and Conformity Inspection)
Registration of products is done following type testing and assessment of the manufacturer’s quality system in place in order (audit) to determine that the product(s) under consideration are in conformity with the applicable standards and that the manufacturer has the necessary systems in place to produce consistently over a time the same quality product. Under Route B inspection, sampling, testing as per applicable standards and FCL supervision and sealing is required at least in 40% of the shipments.
Route C: For Licensed products (Product Certification Systems)
Licensing of products is based on detailed evaluation of the product, including testing and factory audit and regular surveillances. Licensing is only granted to the manufacturer of a product. Inspection, sampling, testing as per applicable standards and FCL supervision and sealing under Route C is to be conducted at least twice a year.

SONCAP是Standards Organization of Nigeria Conformity Assessment Program的缩写，是尼日利亚强制性合格评定程序的意思。SONCAP是尼日利亚联邦政府实施的检查控制不合格不安全产品出口到该国的一项新政策。SONCAP从2005年9月1日起开始生效，并给予了90天的宽限期，即于2005年12月1日起正式执行。2013年03月01日尼日利亚标准局正式发布了新的SONCAP操作流程，每家独立的第三方机构将直接签发SONCAP认证，由进口商凭有效的SC向尼日利亚标准局(SON)申请SONCAP证书（SC）。　

SONCAP认证强制目录：

除了下列产品之外，均在管制目录之内：

1）食品；

2）药品；

3）除医疗设备及机械外的医疗产品；

4）作为生产用的化学原料；

5）军事产品；

6）被尼政府禁止进口产品；

7）除汽车以外的二手产品。
尼日利亚认证（SONCAP认证）有两个部分组成：
PC证书（产品证书）与SC证书（清关证书）
申请尼日利亚-SONCAP证书的流程：
一、递交资料（ISO9001/TS16949，PC申请表，产品说明书，产品图片）；
二、进行产品检测，开始操作相关文件资料；
三、把PC证书给尼日利亚客户，他们会申请From M Number；
四、客户申请From M 后，交给厂家From M Number，等待出货；
五、装箱单，提单，商业发票，PC证书，From M Number一起提交申请SC证书；
六、把SC证书寄给尼日利亚客户，完成认证。"

SGS和ITS都能做，一般我们LCS都是选择和SGS合作的，会比较快捷些。
第一步：客户填写申请表，由具有CNAS资质的机构测试认证后发PC证书，PC证书只针对产品，一年有效的。
第二步：客户拿到PC证书后，交由尼日利亚客户向当地银行申请进口FORM M文件，交付国内客户。
第三步：SGS远程遥控验货后，签发SONCAP证书。简称SC
如果你们已经有了pc，只需要申请SC，那价格就没有那么贵，时间也不会很久。
