Results: the drug for bidding in China is still in the stage of exploration, many corresponding management system and the method also wasn't strong enough, lack of standardized operation procedures and complete the system of supervision, and medical institutions in drug procurement and the monopoly position "with a drug medical system" orientation, often leads to the bidding behavior is not standard, the medicine enterprises malignant competition, drug price theory of problems. Although our country the government actively promote reform, to learn from practice experience, and constantly improved drug for bidding system, but from 2011 situation, more and more of the subsequent issues still continuously, our drug bid procurement system of development and perfection still has a long way to go. Conclusion: in market economy condition, the drug for bidding system is the inevitable choice of medical institution, the role and effect without a doubt. As long as the strengthening of medical institutions, and the drug production management enterprise, intermediary institution and government own management, continuous innovation perfect bidding system and method of drugs, can make the drug for bidding system should play a role.

ABSTRACT
Aim: The paper firstly gives a description of development states about medicine bidding procurement system of our country and then analyzes extensively the effects and existing problems during the practice using the relative knowledges in the area of pharmacy,economics and management. Based on what the paper introduced, the paper puts forward that how to use strong managements and norms to improve the system.
Method: The paper researches many documents in order to gather relevant information and then probes into the question by the combination of comparative analysis and inductive analysis.
Result : medicine bidding procurement is just at the exploring stage,so corresponding management system is not sound enough, with a lack of standard operation procedure and complete supervisory system. Besides, the medical establishments are in the monopoly position and they are misled the thought of doctors being raised by medicine, both of which will lead to the lack of standardization in medical bidding, vicious competition among medicine enterprise and high price of medicine. Although the government has planned to carry the reform to learn the lesson from practice and has been trying to improve the medicine bidding system, we still face more and more following troubles based the situation in the year of 2011. Which means that we still have a long way to go in the road to improve and perfect the medicine bidding system.
Conclusion: The medicine bidding procurement system is an inevitable choice for the medical establishments in the market-oriented economy, because its efforts is undisputed. Only by strengthening the management of medical establishments, medicine manufacturing enterprises, intermediaries and government and improving creatively medicine bidding system and methods can medicine bidding procurement bring its efforts into full play.
